For the full proposal, are letters of intent/collaboration required from subcontractors or partner institutions

As stated in RFP-IV, "[i]nclusion of personnel, facilities, equipment,vessels, experimental and standards materials and other resources in the proposal is considered verification that all are available," therefore, letters of intent/collaboration are not required and should not be included in the proposal. GoMRI recognizes that as part of their internal procedures, institutions may require letters of support or collaboration of their collaborators.
