A subcontract to a collaborator not at the PI's or co-PI's institutions is allowed. Clearly specify the role of key personnel within the proposal.  There is no limit on the funding that this person can receive, although a separate annual budget and budget justification is required for any subcontracts with a sub‐award exceeding $25,000 per year.
