Can an investigator be a PI in both RFP-I and RFP-II proposals?

An investigator can be a PI in both a RFP-I proposal and a RFP-II proposal if the proposed research projects are not the same. However, if an investigator is the PI (Director) of a Consortium (RFP-I) we expect that the Consortium effort will require a significant allocation of time and effort and that it would be extremely difficult for someone to be both the PI (Director) of a Consortium and a PI in response to RFP-II.
