Purpose

The purpose of Request for Sample Analysis Funds is to consider requests for sample analysis funding that would contribute to and complete hypothesis testing and/or allow currently funded GOMRI researchers to address new/supplemental hypotheses as they relate to the GoMRI research themes. Currently funded Consortium Directors or Principal Investigators (PIs), through RFP-IV Responsible Conclusions, RFP-V, and RFP-VI, may request funds to complete the processing and analysis of samples on hand that might conclude hypothesis testing or allow exploration of new/unanticipated scientific questions / hypotheses.  Each currently funded Consortium Director or PI may submit one request only, which may include multiple sample analysis activities listed in priority order.

The total funds available for distribution through Request for Sample Analysis Funds are up to $2,000,000. Funding requests are limited to no more than $200,000 per sample analysis activity. The Research Board will reserve the right to fund only selected parts of any given research request and / or to require modifications to the proposed work, personnel, and budget of any request. Funds will be distributed via modification to the existing award(s).

Data accumulated during the GoMRI program are archived and publicly accessible via the Gulf of Mexico Research Initiative Information and Data Cooperative (GRIIDC) and other national archives. By submitting a Request for Sample Analysis Funds under the GoMRI, each PI, Consortium Director, research institution, and co-PI agrees to be bound by all terms and conditions of the GoMRI MRA, the GoMRI Intellectual Property and Publications Policy, and the GoMRI data policies. The applicable terms of these documents are not negotiable; they may be updated, but major changes are unlikely.

Request for Sample Analysis Funds will support sample analysis expenditures, including costs for:

  • sample processing,
  • analysis, and
  • interpretation of results.

Funding may not be requested for outreach, field collections or laboratory experiments.

The narrative for Request for Sample Analysis Funds requests must include the following for each discrete sample analysis activity (3 page limit per sample analysis activity):

  • how additional sample processing and analysis would resolve current hypotheses or allow one to test a new hypothesis through processing and analysis of available samples;
  • the source, nature, location and condition of available samples;
  • a detailed plan, including associated costs and timeline within the current award’s Period of Performance, to conduct the necessary analyses;
  • how the results will be used to advance science and contribute to GOMRI Synthesis and Legacy efforts; and
  • why processing and analysis of the referenced samples were not addressed through RFP-IV Responsible Conclusion, RFP-V, or RFP-VI funding.

When applying to Request for Sample Analysis Funds, the following templates must be used and attached to the narrative:

The GoMRI Budget Template includes a tab for each sample analysis activity and a cumulative tab.

The deadline for submission of requests for Request for Sample Analysis Funds is 5:00pm Eastern / 4:00pm Central on July 2, 2018. The submit button within the form must be clicked by the deadline for successful submission. Applicants will not be able to access this form after the deadline has passed. Please allow adequate time for submission of the following information and upload of your file. Requests containing items other than those described in the Request for Sample Analysis Funds or exceeding page limitations will be returned without review.

The GoMRI RB will review the requests with Scientific Value and Merit as a primary consideration, followed by Cost Reasonableness. Priority will be given to samples collected using GoMRI funds. The request will be viewed favorably if it includes reference to publicly available datasets in the GRIIDC system that report environmental data collected concurrently with samples and/or analytical data previously obtained from samples.
