If a scientist receives funding for NRDA research are they eligible to participate in a Research Consortium?

Yes, as long as the science is not the same. It is the responsibility of the investigator to check with the parties involved in the NRDA process to determine whether there are rules or regulations that would hinder them from submitting a proposal to the GRI RFP-I.
