Must final IRB & IACUC approvals be obtained for consortium members PRIOR to the submission deadline or can "Just In Time" guidelines be adhered to, as mandated by NIH standard procedures?

As noted in the RFP-I, the GRI will follow the NSF guidelines. As such, NSF does not require an approved IACUC protocol when a proposal is submitted.  It is only needed before the work is undertaken. All that is required in the proposal is a description of what the investigators will do to secure approval and the process at the university or institution involved.
