In the Publication, Data, and Intellectual Property guidelines, it states that "the GRI AU will maintain or contract for public database of GRI research results (data and metadata), with data to be posted with minimum time delay." Does the AU have first right to publish all data before submission to public database?

The AU is responsible for maintaining a database of all information collected during the GoMRI program period and, where needed, assist the researcher in submitting data to a national data repository. The AU does not publish data; it is a requirement of researchers to publish their own data in peer-reviewed journals. However, through the interactive nature of the database; once information is available it may be shared between researchers.
