Are government entities eligible to apply for funding?

Government agencies are not allowed to receive funding from the RFP-II opportunity. Involvement of investigators at government agencies must take another form if desired. For example, they can be unpaid collaborators.

Government entities include national research laboratories (e.g., DoD, DOE, etc.). Investigators at government facilities run by a for-profit contractor are also not eligible to participate as PI or co-PIs.
