I am working on the budget, and wanted some clarification on the budget and budget justification. Is the following correct: 1. I submit an overall budget (total cost of the project) for each year, and I use the annual budget template for this.

2. I also submit separate budgets per year for each PI/co-PI, using the same template.
If so, this means that if three institutes participate on a 3 year project (i.e. PI and two co-PI's at different institutes) there will be 4 budgets (overall, and one for each PI/co-PI). In addition, each budget consists of 3 annual budget template forms (one for each year).
The total would be 4 * 3 = 12 filled out annual budget template sheets.

Please use the annual budget template to provide a project budget for each year.  For each sub-award exceeding $25,000, please submit annual budget templates and accompanying budget justification.
