If a federal agency can be involved in a RFP-II proposal as a subcontractor, could they be paid through my not-for-profit institution which is the lead?

Government agencies are not allowed to receive funding from the RFP-II opportunity, regardless of the funding pathway. Involvement of investigators at government agencies must take another form if desired. For example, they can be unpaid collaborators.
