RFP-IV states that the full proposal must include proposal authorization in the form of a signature from the designated institutional representative. However, the instructions for the preliminary proposal simply say that a cover sheet "signature" is required. Does the preliminary proposal require a signature by the person authorized to sign on behalf of the lead research institution, or may the PI sign the preliminary proposal cover sheet?

There is no requirement for preliminary proposals to be signed by person(s) authorized to sign on behalf of the lead institution. Applicants should follow host institution policy.
