Can a scientist serve as an unpaid external advisor to a project if they are already participating in three proposals to be submited for RFP-IV?

An individual may be involved in a maximum of three proposals in any capacity (e.g, PI, co-PI, collaborator, etc.). Serving as an external advisor does count towards the three proposal  limit for individual participation.
