William T. Hogarth, PhD

Director, Florida Institute of Oceanography at the University of South Florida

Dr. William T. Hogarth serves as the Director of the Florida Institute of Oceanography which is located at the College of Marine Science, University of South Florida. He assumed this position on January 3, 2010 after serving three years as Interim Dean for the College of Marine Science. Prior to this position, Dr. Hogarth was the Assistant Administrator for Fisheries at the National Oceanic and Atmospheric Administration, appointed by President George W. Bush in September 2001. He oversaw the management and conservation of marine fisheries and the protection of marine mammals, sea turtles and coastal fisheries habitat within the United States exclusive economic zone for the National Marine Fisheries Service. In this position, he focused on rebuilding and sustaining fisheries and protected species to their long-term potential and maintaining a delicate balance of achieving multiple objectives that produce the greatest benefits to the nation. Dr. Hogarth’s background and experience has focused on a wide range of environmental, scientific, and marine policy issues. He also served as the Commissioner and Chairman for the International Commission for the Conservation of Atlantic Tuna (ICCAT) and the Commissioner and Chairman for the International Whaling Commission (IWC), a Presidential Appointment. Prior to joining NOAA, Dr. Hogarth was the Director of the North Carolina Division of Marine Fisheries, a position he held from 1986 to 1994. He holds B.S. and M.S. degrees from the University of Richmond and a Ph.D. from North Carolina State University.
