Is an external advisor or advisory board required on a project?

The need for an external advisor or advisory board should be justified appropriately in the proposal. Travel expenses for an external advisor or advisory board are allowable as long as these are reasonable expenses and consistent with what would be reimbursed for individuals traveling on U.S. federal (e.g., NSF) funded grants. Honoraria should be reasonable and consistent with Lead Institution Policies for such external advisors or advisory boards.
