Can administrative support be requested in the budget?

Administrative support should be provided from the overhead, unless specific exceptions are requested and accepted through the review and contract process. Standard academic overhead (e.g., US Government approved overhead rates for research grants from such entities as the National Science Foundation, National Institutes of Health, Department of Defense, NOAA – whichever agency is the oversight audit agency for federal grants and contracts at that institution) that supports the costs of the physical infrastructure and the administration of research activities may be requested.  If a proposing consortium determines that additional administrative support (beyond what is covered by overhead) is necessary, then the proposing consortium should note this in the budget and budget justification as a specific exception. Program manager / coordinator roles should be noted in the budget as line items (not in overhead).
