Must all the items within a theme be addressed in the proposed research?

In the five themes given, does a proposal need to address all the items? For example, in theme four, if I wish to address gas release but not oil spill, would that be an acceptable proposal?

No, while a proposal may address one or more of the research themes, it is not necessary to address each aspect of a given theme.
